You do have to be 18 to activate a NetSpend card, since you cannot be the primary owner of the card under the age of 18. The primary owner of the card would have to be 18 or older and they would have to activate the card. You can USE the card under 18 but you can’t own it individually and you can’t activate it.

A temporary NetSpend card expires 120 days after it has been activated. Additionally, the card can only be loaded with cash at participating locations. If your card is still valid and you are unable to reload it, you should contact the number on the back.
